    Officials broke ground for the new 6,000-square-foot, $1.5 million Portales Department of Health office on Wednesday. Public Health Nurse Manager Carol Morgan said the office, to be located beside La Casa Family Health Center on Fir Street, would house Public Health, Children’s Medical Services and Women, Infants and Children programs, all of which fall under the state Department of Health.   • Meetings watch: County approves amendments to county indigent health care fund policy

    During the Roosevelt County Commission meeting Tuesday commissioners: • Approved amendments to the county indigent health care fund policy to increase the amount the county will pay for ambulance service to a maximum of $1,000 and decreased the amount of time allowed for claims appeals. With the changes, patients whose claims were denied have 10 days instead of 15 to submit a written notice of appeal after being notified of a denial and then 15 days instead of 30 to submit the necessary documentation.     Chef Juandel makes wild smoothies that make a nice, light, nutritious breakfast or snack. The chef, the culinary side of ENMU director of media relations Wendel Sloan, provided a smoothie recipe but said you can use whatever you have. Following Wendel’s recipe, almost, I blended a banana, orange, pear and plum; pineapple chunks; strawberries; blueberries; two carrots; a vanilla meal replacement shake; and strawberry yogurt.     Portales residents remembered the fallen Monday. The United Daughters of the Confederacy and the local American Legion post held separate Memorial Day ceremonies at the Portales Cemetery. CEO Jimmie Shearer said the company’s contracts with farmers for Valencia peanuts set the price about $50 higher per ton than last year, one of the highest prices Sunland has paid.     I tried strawberries with sour cream and brown sugar after Ronnie Birdsong, a vice president at Eastern New Mexico University, recommended the treat. Dip a fresh, whole strawberry into sour cream and then into brown sugar. The sour cream chips in richness, and the brown sugar, of course, sweetness. It’s an unusual combination, but nice, and it grew on me. It’s a rich breakfast, sweet snack or light dessert, and easy to do.     Kindergarten provides the strong foundation for education, a Portales kindergarten teacher said. “That’s where they learn their alphabet so they can read, numbers so that they can count, social skills so that they can be good citizens,” Brown Early Childhood Center teacher Lynne Walker said.     The cool spring has slowed planting, but the moisture means an optimistic outlook for the harvest, Roosevelt County farmers have said. “The cold temperatures affected it (planting) terribly,” said Kevin Breshears, who farms and has a custom harvesting business. Joanna Baker, whose family grows organic peanuts in the Floyd area, said it’s been too cold to plant the crop, but time is running out.     With a possible new solar array, Eastern New Mexico University is looking to benefit the environment and save money on electricity. Vice President of Business Affairs Scott Smart said he has put out a request for proposals to construct a solar array on vacant land on Cherry Street near the Greyhound Arena.     The Roosevelt County Commission met Tuesday and commissioners: • Approved an agreement to house Roosevelt County inmates in for Lea County. Under the agreement, Roosevelt County could send adults for $100 a day and female juveniles for $125 a day.     Area wheat farmers are expecting an above-average harvest this year, if they haven’t seen it already. Rick Ledbetter, who farms near Portales, said he and his neighbors have finished harvesting wheat to use the plant for silage and hay.
