The end of the 2 percent payroll tax cut, a provision in Congress' fiscal cliff deal, will be felt all over Portales from the average Joe's wallet to gross receipts. The Portales City Council will be looking for retiring City Manager Tom Howell's replacement sooner than later. At Thursday night's city council meeting, Mayor Sharon King and councilors approved changes to the city manager job description, one of the last steps they're taking before opening the search.
