    Residents and local business owners were relieved to know that the U.S. 70 reconstruction project is scheduled to be completed by early November, before downtown businesses experience the holiday shopping rush.     The Portales City Council tabled a vote on an ordinance that would prohibit aggressive panhandling in the city and limit all other forms of panhandling through a permit process. The council felt it still had a few kinks to work out and language to change Tuesday night before going into a public hearing to discuss the ordinance.     Portales High School Senior Haley Madden used her hobby of video-making to apply for a scholarship opportunity. One of her videos has earned her a finalist position in the Go Go Geo Scholarship Video Challenge, a challenge sponsored by Touchstone Energy Cooperatives to promote geothermal energy.     The Roosevelt County Sheriff is asking for help from burglary victims in identifying stolen items discovered Wednesday in a home on Portales' east side. Chief Deputy Malin Parker said the home on South Roosevelt Road 6 is filled with hundreds of stolen items from a string of burglaries. Parker said some of the burglaries date back to 2012.     The Portales City Council will hold a public hearing April 16 prior to voting on adopting a city ordinance that would prohibit panhandling within city limits without a permit. City Ordinance 703, if adopted, will prohibit aggressive panhandling and require organizations that solicit money without providing a service or product to obtain a permit.     The closing of the Portales New Mexico Workforce Connection office will put the unemployed in the area at a disadvantage because the nearest office will be in Clovis, according to Roosevelt County Chamber of Commerce Director Karl Terry.
