SANTA FE — Legislation aimed at creating grant funding for small businesses that have struggled with the COVID-19 pandemic has passed both the House and the Senate. The New Mexico Senate passed House Bill 11 on a 41-1 vote on Thursday. Sen. Pat Woods, R-Broadview, cast the sole dissenting vote.
