Myrtie Smith has not missed a single Memorial Day program in Portales since her son, Lloyd E. Smith, was killed during the Vietnam War in 1967 at the age of 22. “Lloyd was in the 173rd Airborne. They dropped out of a mountain and the Viet Kong were already there,” Smith said. “Memorial Day means a lot to me because we lost our boys. The Federal Emergency Management Agency (FEMA) is mapping the entire county for an updated flood insurance plan and Roosevelt County commissioners wants to ensure residents are aware of any flood zone changes this time around. According to County Manager, Charlene Hardin, FEMA will be gathering data over the next 30 days. Following that, they will begin compiling maps.
