    PORTALES — High winds caused major power outages in three Roosevelt County Saturday. Roosevelt County Electric Cooperative Office Assistant Janice Sisneros said three transmission and three distribution poles were damaged, with Dora, Elida and Milnesand affected. Milnesand Fire Chief John Mohon said two major high power lines west of Milnesand were damaged, while two poles south and one to two poles east of Milnesand were also broken.     CLOVIS — A Clovis woman facing multiple arson charges has been offered a plea agreement that could result in a 20-year prison sentence. Chief Deputy District Attorney Brian Stover said if Angie Madrid accepts the plea offer, she would also have to agree to five years' probation when the prison time is completed.
