    File photo School board elections historically draw a low voter turnout ranging form 5 percent to 12 percent. School board ballots for the election Tuesday are full. The election includes choosing board members, a two-mill levy and a bond issue question for Melrose. Melrose Schools’ bond question is for $1.1 million to be used on school buildings.     The Clovis Municipal Schools received eight bids for the purchase of $8 million in general obligation bonds Tuesday. The board officially accepted the bid with the lowest interest rate from The Baker Group and the Bank of Clovis during its regular meeting Tuesday evening after the bidding process took place Tuesday morning. The YMCA of Central New Mexico has signed a lease for a new location in Clovis with an opening scheduled at an undetermined date this spring. The Salvation Army's Red Kettle drive raised $15,000 more than last year. The Salvation Army wrapped up 2010 Christmas projects with its most successful campaign in the last five years.
