    Melrose elected a new mayor Tuesday and raised gross receipts taxes. Tuck Monk with 97 votes was elected mayor by a 19-vote margin over his opponent Donald Harrell.     The Clovis Municipal Schools board of education took no action Saturday following a special session to discuss pending or threatened litigation regarding basketball coach J.D. Isler’s lawsuit against the district.
