The Clovis City Commission on Thursday unanimously approved the ordinance authorizing the execution and delivery of a $2.4 million water project loan/grant agreement from the New Mexico Finance Authority. Mayor Mike Morris and City Manager Justin Howalt presented the agreement to the commission. Two Roosevelt County Detention Center officers have been arrested for bringing contraband to inmates at the detention center, court records show. The Clovis animal shelter reached its 47th birthday this month, housing and saving nearly 40 animals a day since the 1970s.
