    Three Roosevelt County Detention Center inmates said they were indiscriminately sprayed with a pepper ball gun by a detention center officer last week, according to a tort claim notice filed at the Roosevelt County Clerk’s office.     Roosevelt County jail escapee Robert Claudio was captured without incident Tuesday afternoon in Salt Lake City, according to the Roosevelt County Sheriff’s Office. Claudio, 31, who was being held on an aggravated battery charge, escaped late Friday night with two other men. The assembly was held after a fourth PHS student was hospitalized Friday from what Nusser said was an apparent reaction to synthetic marijuana also known as spice.
