  • DA: Torres captured after six days of surveillance

    Noe Torres was arrested last Wednesday in Mexico, according to 9th Judicial District Attorney Matt Chandler. Torres has been on the run since 2005, following the shooting of 10-year-old Carlos Perez. Noe Torres, one of Clovis' and the nation's most wanted fugitives since a 2005 shooting killed a sleeping 10-year-old boy, is in police custody.     Noe Torres is a son who found God in Mexico but refused advice to face his problems, his father Lucio Torres said Tuesday. The elder Torres, a truck driver living in Dimmitt, Texas, said he and his son kept in touch via text messages almost from the time Noe Torres fled Clovis six years ago.     Two key state officials spent most of Thursday accusing each other of incompetence over an audit that charges the scandal-ridden Public Regulation Commission is corrupt from top to bottom. State Auditor Hector Balderas, a Democrat, set it off in the morning, calling on PRC chairman and Clovis native Patrick Lyons, a Republican, to resign over personal use of a truck in the PRC fleet.     It was back to the drawing board Saturday for Curry County Commissioners, who said they were told by state legislators to trim their wish list or face possibly getting no money from the state. Commissioners had submitted a $21 million capital outlay request to the state in September. The request was trimmed to $2.4 million during a special meeting Saturday at the request of County Manager Lance Pyle after meetings with local legislators.     Confusion over whether County Manager Lance Pyle was included in a recent 2 percent cost of living raise granted all county employees had tempers flaring Tuesday among Curry County commissioners.     Curry County commissioners started the new year Tuesday electing Wendell Bostwick as their new chairman and approving a special election for a $9.3 million bond issue to expand and improve the troubled jail. Bostwick replaces former chairman Caleb Chandler. The April 3 election was approved on a unanimous vote, despite Bostwick's misgivings over having no specific plan for improvements at the jail.
