    A bill introduced by House Democrats Friday during the a special session of Legislature proposes splitting Quay County into four legislative districts. “This bill will remove me from representing Quay, Union and Harding County,” said Rep.     A 20-year-old Tucumcari man was bound over to district court Wednesday and will face a murder charge in connection with the homicide of Shirley Pacheco, 33.     The smell of smoke and the light haze reported in several areas in Quay County Tuesday was from the Wallow wildfire in eastern Arizona, according to Tucumcari Fire Chief Mike Cherry. Cherry said he was in Albuquerque, where he said the smoke conditions were strong.
