    Larry Combs, of Portales, is undertaking his biggest project as a developer with the Foxtrail Estates which received final plat approval by city officials this week. The development plans for 56 luxury rental townhouses. Foxtrail Estates is located in the south part of Portales near Golden Acres Retirement Apartments and the Yucca Subdivision.     Larry Combs, owner of Combs Properties, received all the necessary approvals to begin construction on a development just south of Golden Acres Retirement Apartments.     A plea agreement was set for a Portales woman accused of embezzling more than $138,000 from the New Mexico Higher Education department but the two sides could not come to an agreement and instead the case will go to trial.
