    CLOVIS — A Clovis man was convicted for the fourth time Tuesday of driving while intoxicated, according to a news release from the 9th Judicial District Attorney. A Curry County jury found Allen Tapia, 40, guilty of felony DWI and misdemeanor open container laws pertaining to a June 25, 2016, incident.     CLOVIS — About 160,000 gallons of water spilled Wednesday after a water line blew on Fourth Street between Main and Mitchell, officials said. Rebecca Stenholm, director of public and government affairs for EPCOR Water, said the 6-inch pipe developed a hole with about a 1-inch diameter.
