    CLOVIS — Foot and ankle surgeon Devin Wahlen has announced the opening of his new practice. Called Eastern New Mexico Foot and Ankle, the practice opens today and is located at 921 E. 21st St., Suite C in Clovis. Wahlen said in a news release he has eight years of experience as a foot and ankle surgeon. He has spent the past 3 1/2 years working at Plains Regional Medical Center, he said.     CLOVIS — Police are looking into an alleged hazing incident that took place at the New Mexico state track meet in May, Clovis schools Superintendent Jody Balch confirmed on Monday.
