    SANTA FE — Effective Thursday, New Mexico will no longer require quarantines from out-of-state travel. The state had required anybody traveling into New Mexico from a “high-risk” state to quarantine for 14 days, and will now strongly advise people to do so and seek out a COVID-19 test upon their arrival in or return to the Land of Enchantment.     SANTA FE — Curry County entered the yellow designation of the state’s “Red to Green” reopening plan for the first time Wednesday afternoon, while Roosevelt County just missed reaching the mark. The state, beginning Nov. 30, evaluated counties on two-week periods based on whether they met the metrics of 8 daily COVID-19 cases per 100,000 residents and test positivity of 5% or lower.     The COVID-19 infection rate is continuing to drop statewide, with February shaping up to be much better than its three predecessors. Eight days into February, the average daily case count of 5.9 in Curry County is nearly one-fourth of the January average of 22.7, and down from 27.3 in December and 52 in November.
