    PORTALES — The city of Portales may have a way to perform building inspections as early as April 1, City Manager Sammy Standefer said at Tuesday’s City Council meeting.     ENMU women’s hoops ranked ninth in region PORTALES — Eastern New Mexico’s women’s basketball team was ranked ninth in the NCAA’s South Central Regional poll, according to a release Wednesday from the school.     RICHARDSON, Texas — Eastern New Mexico senior Kenneth Lloyd was picked Wednesday as the Lone Star Conference’s male field athlete of the week, according to a release from the conference. At Texas Tech's Matador Qualifier, Lloyd won the men's high jump with a school indoor-record leap of 6-11.5. The jump currently ranks fifth in NCAA Division II.
