    SANTA FE — The state’s chief law enforcement official last week issued a letter advising officials of “second amendment sanctuaries” that they can still be held liable if they refuse to enforce recently signed gun legislation. In the April 4 letter, Attorney General Hector Balderas referred broadly to the “number of law enforcement officials in New Mexico” that said they would not enforce Senate Bill 8, which was signed into law March 8 by Gov.     CLOVIS — The annual graduation at Clovis High School will for the first time require tickets for admission to the service. Graduation will begin 6 p.m. May 18 at the Curry County Events Center. Tickets will be distributed to students starting May 1, according to a release from Clovis schools. Each graduate will be issued 10 tickets, which must be picked up at the CHS guidance office before 4 p.m. May 13.     A recent analysis of FBI crime statistics listed Portales as the sixth safest city in the state of New Mexico, with a violent crime rate less than half the national average. In 2017, the year from which the reports were compiled, Portales had a violent crime rate of 2.01 incidents per thousand people, with a population then of 11,928.     CLOVIS — Xcel Energy is telling its customers to be ready for possible outages today, with high winds predicted for eastern New Mexico and west Texas.
