    Jodi Diaz, who was director of recreation for the city of Portales, has been named executive director of of the Roosevelt County Community Development Corporation, according to a press release from the RCCDC. Diaz replaces Jim Lucero, who in late March stepped down as RCCDC’s executive director after negotiations to renew Lucero’s contract broke down.     Tuesday’s shooting death of a Portales man followed an argument between roommates, court records show. Justin Banks, 42, died after being shot in the back by Armando Jimenez, according to an arrest affidavit. Jimenez, 26, is charged with voluntary manslaughter.
