    Nearly 100 Portales elementary students start their day by building their reading skills and putting these skills to practice at James Elementary School. According to James Elementary Principal Mark Gormley, the Portales Municipal Schools month-long reading program aims to provide extra help to students lagging behind in reading.     New Mexico's state forester placed statewide fire restrictions Monday because of the state's dry weather conditions. Smoking, fireworks, campfires, open burning and open fires have been prohibited in New Mexico with few exceptions, according to a State Forestry Division press release. The press release cited abnormally warm temperatures, low humidity, high winds as reasons for the restrictions because those fire activities pose fire danger throughout central and western New Mexico.     A Muleshoe man involved in an exchange of gunfire with a Muleshoe police officer is scheduled to be arraigned Wednesday in district court. Juan Mendoza Quezada, 44, is charged with attempted murder on a peace officer and aggravated assault on a peace officer.
