    TEXICO — A familiar face will be on the Texico sideline this season as Ty Thatcher has been elevated back to head boys basketball coach. Thatcher, who has been at Texico for six years, will again assume the head coaching role he held from 2011-13. He takes over for Scott Karger, who resigned the post after four seasons.     CLOVIS — Police on Friday afternoon arrested a man suspected of shooting his girlfriend southeast of the Clovis Area Transit System station. Chief Doug Ford said officers arrested Joshua Martinez, 32, about 2:30 p.m. He is suspected of shooting Charity Helker, 32, about 90 minutes earlier.     PORTALES — Eastern New Mexico Water Utility Authority board members voted Friday that the water pipeline to Portales will be the next phase of the Ute water pipeline project. ENMWUA Executive Director Justin Howalt told board members the water authority needed direction on which phase to work on next from Cannon Air Force Base, whether it be the pipeline to Clovis, the one to Melrose and Grady or the one to Portales.
