    A bill authorizing federal funding for the Ute Water Project has passed what area officials call a major milestone. The House voted 301-124 Thursday to pass the bill authorizing the U.S. Bureau of Reclamation to spend $327 million on a project that would pipe water from the Ute Lake Reservoir to eight eastern New Mexico entities. The bill will go to the Senate for consideration. “The House’s strong bipartisan approval for the bill shows that we came up with a smart plan that everybody can support,” Rep.     The date for the annual Fourth of July fireworks display in Portales has been bumped up a day, according to an Roosevelt County Chamber of Commerce official. The fireworks display outside Greyhound Arena will be held July 3, according to chamber officials.     Freedom New Mexico State police have released the name of a 19-month-old toddler who was struck and killed by a vehicle Wednesday evening in south Clovis. Aadyn Noack was pronounced dead at 7 p.m. at Plains Regional Medical Center, police said. He was the son of Bradley and Amber Noack of Texico, police said.     A Clovis man was charged with a felony Wednesday when he tried to retrieve his ATM card from a bank machine with his pocket knife. Manuel Beltran, 56, said he was trying to withdraw money from an ATM at a retail store to pay bills. “I put the card in, but it never came back,” he said Thursday. “I’d never had a machine do that to me before, so I didn’t know what to do.
