    Freedom New Mexico Republican presidential candidate John McCain this week reversed his position and drew environmentalists’ wrath when he came out in favor of lifting the federal ban on off-shore oil drilling. McCain apparently realizes he needs motorists’ votes more than environmentalists’ endorsements. Better late than never. Rising gasoline prices have focused voters’ attention.   • Portales youth drowns

    Freedom New Mexico A 9 1/2-month-old Portales boy drowned Wednesday in the bathtub of his family’s residence in the 600 block of University Drive, according to Portales Police Capt. Lonnie Berry. Berry said police responded to a 911 call at 9 p.m. to the residence of Jennifer and Steven Russell after they found their son in the bathtub. The child, Haven Dee Griffith-Russell, was transported by ambulance to Roosevelt General Hospital, where he was pronounced dead, Berry said. He said the death appears to be an accident.     State police have released the name of a 19-month old toddler who was struck and killed by a vehicle Wednesday evening in south Clovis. Aadyn Noack was pronounced dead at 7 p.m. at Plains Regional Medical Center, police said. He was the son of Bradley and Amber Noack of Texico, police said. Clovis State Police Commander Jimmy Glascock said Robin Heinemann, 20, was backing up in a driveway in the 2300 block of South Prince St. when the child was struck.   • U.S. House passes Ute Water Project funding bill

    Gabriel Monte A bill authorizing federal funding for the Ute Water Project has passed what area officials call a major milestone. The House voted 301-124 Thursday to pass the bill authorizing the U.S. Bureau of Reclamation to spend $327 million on a project that would pipe water from the Ute Lake Reservoir to eight eastern New Mexico entities.
