    Longtime county employee Stephanie Hicks, 43, filed Tuesday as a Republican write-in candidate for the Curry County Clerk's race in the November general election. Hicks said she decided to run as a write-in because "we want to keep the experience in the office." Hicks has worked in the county clerk's office the past nine years and is currently elections coordinator. She will be facing Democrat Sherri McDaniel and Republican Rose Riley on Nov. 6.   • Cargill building new feed plant outside Bovina

    Construction is expected to begin in August for a new feed plant next to the Cargill feed lots outside Bovina, according to a press release issued Wednesday by Cargill. When completed by late summer 2013, the plant will bring create 37 new full-time jobs, Cargill said. The plant will produce Cargill's Sweet Bran and RAMP specialty feeds.     A city resident implored the Public Works Committee to take a more proactive stance on illegal dumping, pointing to a code that he felt needed to be promoted and improved. Ed Higgins brought copies of the city codes, along with suggested revisions, to the committee's Wednesday morning meeting.     The Clovis Public Works Committee delayed implementing a policy requiring shoring for sewer tap inspections, but local contractors don't feel the problem has been shored up at all.     Beverly Hall's voice cracked as she tried to find the words to describe her husband's character. John Hall "There's no words to describe what an amazing man he was," she said. "He loved God so much and that carried over into his love for his family. He always had integrity in everything that he did."
