    CLOVIS — The Clovis City Commission on Thursday decided not to adopt a new ordinance that would have created stricter leash laws.     TEXICO — The Eastern New Mexico Water Utility Authority unanimously approved its final budget for fiscal year 2019 at Thursday’s meeting.     The New Mexico Supreme Court on Thursday upheld a murder conviction stemming from a 1993 Memorial Day weekend slaying in Portales.
