    PORTALES - A year after Heritage Days in Portales was canceled due to the COVID-19 pandemic, the festival came back with a vengeance on Friday and Saturday.     PORTALES — Eastern New Mexico University’s new athletic director has a two-year contract and will earn $120,000 his first year, according to ENMU President Patrice Caldwell. Paul Weir, 42, was named AD for the Portales school last week, succeeding Matt Billings who resigned in May. Weir’s contract went into effect Monday and expires June 30, 2023, Caldwell said.
