    Witness’ stories contradict, but a 16-year-old boy is being held in connection with Monday’s shooting death of Demariay Singleton, 18, in a Portales residence. Officials said the youth is charged with involuntary manslaughter, unlawful possession of a handgun by a person under the age of 19, negligent use of a deadly weapon and tampering with evidence.     In the first meeting of the new fiscal year, the Eastern New Mexico Water Utility Authority updated Ute Reservoir tank levels, outlined its 2025 budget, and detailed an upcoming trip to Washington D.C. Over a month, from June into July, the Ute Reservoir showed a loss of about 1.32 inches. According to Jacquelynn Bowens, support services officer, another loss in about 600-acre feet was recorded.     A former Clovis police officer has been charged with drug trafficking and accessory to residential burglary. A warrant was issued Friday for the arrest of Frank Careri. “He is in Hawaii now,” said Andrea Reeb, a special prosecutor appointed to the case.
