CLOVIS — Justin Howalt will begin a three-year term as Clovis' city manager effective Oct. 2. City commissioners voted 7-0 on Thursday to approve Howalt's employment contract. Commissioner Juan Garza was absent. Howalt was the city's engineer before leaving in May 2015 to head the Eastern New Mexico Water Utility Authority as its executive director.
