The "City of Clovis Master Water Assurance Plan" recommends a combination of effluent water reuse, conservation and a slight change to some agricultural practices, primarily as an intermediate solution while the Ute pipeline project is completed. The plan represents "a c...

  • Accidents don't deserve punishment

    Kent McManigal|Updated Aug 9, 2017

When an innocent person falls victim to a tragic accident, I hurt along with everyone else. Yet I part ways with most others when they start calling for the blood of the person who caused the accident. Or the modern version of calling for blood — punishment imposed by the government’s laws and justice system. This isn’t justice. Accidents are never crimes. It doesn’t matter how much harm was done. It doesn’t matter how they make you feel. Accidents lack a key component...

  • Popular phrases don't equal policy

    Rube Render|Updated Aug 9, 2017

The James A. Farley Post Office in New York City was opened in 1914 and has the inscription, "Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds." Contrary to what many of us have believed since childhood, this is not the motto of the U.S. Postal Service. The sentence comes from the Greek historian Herodotus and celebrates a system of mounted postal messengers created by the Persians. U.S. Postal policy...

  • Facebook note points to Cannon suicide

The Staff of The News|Updated Aug 9, 2017

CLOVIS — An airman stationed at Cannon Air Force Base had apparently committed suicide Monday, and left his suicide note on Facebook. A post from a Facebook user named Mateo Walms at 2:25 p.m. Monday begins, “Call 911. Send them to my house. I’ve killed myself. I’m sorry.” Other social media accounts identify the airman as Mateo Walmsley. The Eastern New Mexico News does not routinely cover suicides unless they are public or involve well-known community members. The airman’s Facebook page had nearly 500 comments on the post...

    Eamon Scarbrough|Updated Aug 9, 2017

PORTALES — Estimated repairs needed for county roads after storms in Roosevelt County last week exceed $3 million, according to County Manager Amber Hamilton. A series of recent rains, including a large-scale storm Aug. 3, has severely damaged up to 50 miles of road and prompted the county to consider declaring a disaster, said Hamilton. “We met with the officials from the state response and recovery bureau yesterday. There were two individuals on-site with us, and we spent the afternoon touring the area,” she said. “So far,...

  • Change needed for schools to remain viable

    Albuquerque Journal|Updated Aug 8, 2017

Change is hard. It’s really hard when you’re talking about a system that has part of its basic architecture enshrined in the state constitution and all of it ingrained in the social and economic fabric of communities across the state. But change we must, in some way, if New Mexico is going to have a viable, high-quality system of higher education that will survive and prosper in a changing world. So give credit to the administration of Gov. Susana Martinez, leaders of New Mexico’s institutions of higher education and key l...
