    Plummeting temperatures and “potentially damaging winds” are expected to hit eastern New Mexico on Tuesday. Tuesday’s high temperature is expected to be 73 and that could come before noon, weather forecasters say.     SANTA FE — A revised public health order, issued Thursday by Gov. Michelle Lujan Grisham and effective Friday, includes some relaxation of the requirement for a 14-day quarantine when arriving to New Mexico from other states.
