PORTALES — The Portales City Council on Tuesday approved an application for federal funds to reconstruct and improve both runways at the Portales Airport during its regular meeting. The cost of the project would be over $3.6 million, with the Federal Aviation Administration providing the bulk of the funds at $2,896,329. City Manager Justin Howalt said Friday that issues are limited to public safety employees. CLOVIS — A Clovis man charged last year with child sex crimes was sentenced Friday to a six-year suspended sentence through a plea agreement. Rubel Encinias, 45, pleaded no contest to one count of criminal sexual contact of a minor in the third degree and was sentenced to a term of six years in prison, suspended in favor of supervised probation.
