PORTALES — A district judge upheld a decision Friday to send Portales resident Rocky Banda to Las Vegas Behavioral Health Center for treatment to obtain competency, Chief Deputy District Attorney Brian Stover said. District Judge Donna Mowrer denied the interlocutory appeal for Banda, who is charged with 24 counts of criminal sexual penetration of a child, criminal sexual contact with a child and bribery of a witness.
