    PORTALES — All action items were approved during a “really quick, short meeting” of the Portales City Council on Tuesday, City Manager Sammy Standefer told The News. The council approved a nearly $2.5 million grant/loan to the Eastern New Mexico Water Utility Authority, Standefer said. The city will be responsible for $52,037, which is 20.87 percent of the loan amount.
