    CLOVIS — City commissioners will look at the possibility of a fixed route system for the Clovis Area Transit Service in tonight’s study session at the Clovis-Carver Public Library.     CLOVIS — A Chaves County judge will preside over the case of the teenager charged in the August library shooting, following the recusal of all local judges in the matter. Judge James Hudson of the Fifth Judicial District Court accepted the reassignment designation for the case of Nathaniel Jouett, 16, in court documents filed Monday.     PORTALES — Public Works Director John DeSha made clear the intent to expand the acreage on Portales’ water well fields at Tuesday’s Portales City Council meeting.
