    A nuisance ordinance would be hard to enforce efficiently without a zoning ordinance county officials said. Curry County Attorney Stephen Doerr presented a rough draft of a nuisance ordinance Thursday during a Land Use Committee meeting. Committee chairman and County Commissioner Tim Ashley said nuisance complaints from county residents have come before the committee since its inception about two years ago.     The Associated Press SANTA FE — More New Mexicans can qualify for a property tax break under legislation signed into law by Gov. Bill Richardson. The measures expands eligibility for a property tax valuation freeze provided to lower income New Mexicans age 65 and older. Currently, those with a modified gross income of $18,000 — $21,600, after an inflation adjustment — have the tax values of their homes frozen.     The Associated Press ALBUQUERQUE — Public Service Company of New Mexico says gas prices will be higher in March. Customers will pay about 87.77 cents per therm, which is a unit of heating. That’s an increase of 11.4 percent over February’s price of 78.79 cents and 1.6 percent higher than the 86-cent price of a year ago. The March price will mean an average gas bill of just under $111.
