    The city of Clovis has issued a wind-chill warning until 11 a.m. Friday. "Very cold wind chills expected," the city reported. "Wind chills dropping to around 20 below zero ..." Forecasters said northern Quay County could see wind-chill factors of 25 below zero at times between 5 a.m. Thursday and 11 a.m. Friday.
