    Clovis native Bud Kingston first had the idea 25 years ago, but his work as a cowboy got in the way and he had to put it off. Last week, he completed his dream of traveling horseback across New Mexico, raising money for abandoned and abused horses at the same time.     Clovis police on Thursday morning found "no validity" to a report of a "possible subject with a weapon" at 1400 Cameo St., according to Deputy Chief Trevor Thron. Clovis schools about 10:30 a.m. placed the Student Support Services at the Cameo campus and the Clovis High School Freshman Academy into "Secure & Teach" mode.     Curry County commissioners on Tuesday approved a 2.5% drop in the county property tax rate. The tax rate is set by the state Department of Finance and Administration, then relayed to County Assessor Sam Kelley, who in turn brings the rate to the County Commission for implementation. The first-time freshman class is up 18.9%, new graduate students are up 19.7%, and continuing students are up 6.1%, according to an ENMU news release.
