Capital outlay pending

Money may have been tight with capital outlay, but area municipalities and schools were pleased with what is slated to come to them after the close of the 2016 Legislature.

The $166 million in statewide capital outlay requests, paid for through oil and gas revenues, are pending the approval of Gov. Susana Martinez. She has until March 9 to sign all legislation, and carries line-item veto power on capital outlay awards.

They passed on unanimous votes in the House of Representatives and Senate.

In Roosevelt County, six of the 11 projects totaling $1.095 million that lawmakers recommended were for schools. Dora received $50,000 each for bleachers and a bus, Elida received $54,000 for a bus and Floyd Schools received $50,000 for lighting upgrades.

Floyd Schools Superintendent Damon Terry said the $50,000 will be combined with a $50,000 appropriation from 2015 to do a wholesale replacement of lighting throughout the school. He said the new lighting will cut overall power costs and reduce maintenance.

“You could walk through this school every day and find a light bulb out,” Terry said. “With these LEDs, you have a longer life and a better effect for the students.”

Eastern New Mexico University got the lion’s share of school awards, with $256,000 for the ongoing Greyhound Stadium construction on-campus and $135,000 to upgrade hardware and software in the information technology labs.

“We appreciate the generosity and support of the legislature that contributed to those two projects,” University President Steven Gamble said. “Those are the only two projects we asked for on capital outlay funding.”

The city of Portales received $170,000 for fire and water system improvements and $100,000 for a loader, while Roosevelt General Hospital received $120,000 for expansion and the Roosevelt County Sheriff’s Office received $60,000 for vehicles.
