Clovis to consider water assurance plan

CLOVIS — The Clovis city commission will be asked to approve a master water assurance plan during tonight's regular meeting at the Clovis-Carver Public Library.

The meeting includes the water plan, created by the ad hoc water policy strategic planning team.

The planning team was created to help secure sustainable water for the city over the next 40 years. Members of the team include EPCOR New Mexico Vice President and General Manager Daniel Bailet, Eastern Plains Council of Governments Executive Director Sandy Chancey, City Commissioner Ladona Clayton, Curry County Commissioner Robert Thornton, EPCOR New Mexico Operations Supervisor Mark Huerta, former City Managers Tom Phelps and Larry Fry, Gene Hendrick of the Clovis Industrial Development Corporation and citizen representative Blake Prather.

The water plan's four core recommendations are to seek funding for statewide data collection and aquifer mapping, support policies to promote water reuse, provide resources for watershed management and playa lake conservation and creation of an initiative that would pay agricultural producers to reduce irrigation in favor of municipal water use.

In other business at today's meeting:

• The meeting will be preceded by an executive session to discuss acquisition or disposal of property.

• A request to hold boxing matches from the Bobcat Boxing Team on Jan. 20 at Roy Walker Recreation Center. The group has already agreed to handle all setup and security, pay the $250 gym fee and provide proof of liability insurance.

• Reappointments for Megan Palla, Johnnie Jones, Raymond Mondragon, Brett Johnson and Hoyt Pattison to the economic incentive board.

• A request to renew property and liability insurance with One Beacon insurance for 2018. The premium is $1.108 million, an increase of $33,000 from last year. The increase is largely due to vehicle insurance increases.

• A security gate card policy at Clovis Municipal Airport, covering access to the airport for authorized personnel. Cards are $25 for the first card and $5 for additional authorized card. Any qualifying individuals include t-hangar lessees and/or sub-lessees, commercial air businesses, delivery and others approved by the airport director, are allowed one card for themselves and one card for their spouse or designee.

Cardholders who allow unauthorized access within the airport will receive a written warning on first offense, card deactivation for at least 24 hours on second offense and loss of card privileges for up to six months on a third offense.

Cards are to be issued on an annual basis.

• A proclamation designating Friday as Clovis Wildcat Marching Band Day in the city.

• Presentation of quarterly awards to Evan Benner of the Clovis Fire Department (supervisor) and Sara Williford of the Clovis-Carver Public Library (line employee).

• An election to fill the remaining nine-plus months of a Planning and Zoning Commission seat recently resigned by Steven Hill. Three people have applied for the position.
