Clovis to consider salary increases

CLOVIS — The Clovis city commission will look at an estimated $850,000 in salary increases as part of an update to its 2017 employee compensation study when it meets Thursday evening.

If approved, the salary increases would be effective Sept. 6 and the $857,722.28 would be paid through seven different cash reserve funds the city controls.

The meeting is scheduled for 5:15 p.m. at the North Annex of the Clovis-Carver Public Library.

Last August, the commission approved a review of the compensation study put forth in 2017 by Interim City Manager Tom Phelps. The city hired S Resources, Inc., to conduct a comprehensive classification and compensation study.

City Human Resources Director Andre Moquin said the percentage increases vary for positions based on the study’s recommendations, but all city employees would see at least a 2% increase in base wages if the commission approves the item. Some positions would see increases of up to 15%, but Moquin said those were outliers and declined to identify those positions before the commission had a chance to discuss the matter.

The proposal would not apply to City Manager Justin Howalt, who works on a contract with the city commission.

Other items on the agenda include:

n A change order to an elevated storage tank for Phase 1D of the effluent reuse project. A 1 million gallon tank is being constructed adjacent to Clovis High School’s softball field, and city administration is requesting a Clovis Wildcat logo be added to the tank. The 42-foot, 4-inch by 25-foot logo would cost about $23,000, and the project is currently about $50,000 under budget.

n Selection of a voting delegate and alternate for the New Mexico Municipal League’s annual business meeting on Sept. 3.

n Appointment of Alexandria Mitchell on the Clovis-Carver Public Library Board.

n Presentations of quarterly distinguished supervisor and line employee awards to Michael Bridges and Michael Castello of the Clovis Fire Department.
