Serving Clovis, Portales and the Surrounding Communities
PORTALES — Seven suspects, six from Portales and one from Clovis, were arrested Monday on felony charges relating to drug trafficking, racketeering, witness intimidation and stolen vehicles in raids conducted by regional law enforcement agencies.
According to a news release from the Roosevelt County Sheriff's Department:
• Police seized methamphetamine, prescription pills and suspected fentanyl pills from multiple locations, as well as materials and equipment used to distribute the drugs in the community.
• Police recovered a dozen firearms, including two that were stolen, along with cash, multiple road and off-road vehicles, a stolen trailer and other stolen goods.
• Police obtained leads in other regional cases, and the release noted additional charges are possible.
Arrested were:
• Chance Plummer, 35, Portales, for four counts of trafficking in controlled substances, second offense; racketeering; conspiracy to racketeer; conspiracy to intimidate a state’s witness; and receiving or transferring a stolen vehicle.
• Rachel Hibbard, 35, Portales, for four counts of trafficking in a controlled substance, three counts of conspiracy to traffic a controlled substance, racketeering, conspiracy to racketeer, receiving or transferring a stolen vehicle, and two counts of aiding and harboring a felon.
• Kourtney Correll, 27, Clovis, for trafficking a controlled substance, conspiracy to traffic a controlled substance, and racketeering.
• Andrew Plummer, 20, Portales, for trafficking a controlled substance and conspiracy to traffic a controlled substance.
• Rodolfo Sotelo, 44 of Portales, for trafficking a controlled substance, intimidation of a witness, racketeering and criminal solicitation.
• Kevin Rogers, 35, Portales, for racketeering intimidation of a witness, and criminal solicitation.
• Jessica Green, 39, Portales, for possession with intent to traffic a controlled substance.
An arrest warrant was also issued for Roy Lane, 41, Portales for trafficking a controlled substance, conspiracy to traffic a controlled substance and conspiracy to intimidate a witness, the news release stated. Lane is known to have connections in the Hobbs area and around Midland, Texas.

Trafficking in controlled substances is a second-degree felony, punishable by up to nine years in prison and up to $10,000 in fines. On second or later offenses it becomes a first-degree felony, punishable by up to 18 years in prison and up to $15,000 in fines.
Conspiracy to traffic is a third-degree felony, punishable by up to three years in prison and fines up to $5,000.
Intimidation of a witness is a second-degree felony. Conspiracy to intimidate a witness is a third-degree felony.
Transferring or receiving a stolen vehicle is a fourth-degree felony, punishable by up to 18 months in prison and a fine of up to $5,000.
The Ninth Judicial District Major Crimes Unit, the sheriff’s offices in Lea, Eddy, Chaves, Curry and Quay counties, as well as the Clovis Police Department provided assistance and support, the news release stated.
