City says so long to a retiring Dr. Kwan

Dr. Albert Kwan, retiring after being medical director and general surgeon for 30 years at Plains Regional Medical Center, was given the key to the city of Clovis at Thursday's regular session of Clovis city commission.

The presentation was made by Clovis Mayor Mike Morris as an audience of an estimated 50 people looked on.

Prior to Kwan receiving the key he addressed the commission and the audience, speaking of his appreciation of the city and his years here.

"Clovis is a great place to raise a family," Kwan said.

After Kwan spoke he received a standing ovation from all attending the meeting.

In other commission business:

• On a vote of seven in favor and one abstention, commissioners approved the ordinance that allows the city to borrow over $15.1 million from the New Mexico Finance Authority which is Clovis' share of payment for the Ute Water Project.

Commissioner Megan Palla abstained from the vote. After the meeting, asked about her abstention, Palla had no comment.

• A group of Pioneer Days "royalty," rodeo queens and princesses, appeared before commission for the reading of a proclamation honoring the 51st Annual Pioneer Days celebration, June 1 through June 3.

• Another proclamation was read declaring June 14 as Flag Day in Clovis.
