Clovis City Commissioners Thursday, at their regular meeting, approved a preliminary budget for just under $68.6 million for fiscal year 2024-2025.
The proposed budget is just over $400,000 less than last year’s preliminary budget.
“Part of it is we paid off the landfill loan,” Clovis Financial Director Leighann Melancon said after the session regarding the lower figure.
With the unanimous commission approval, the budget will be sent on to Santa Fe.
“Submission gives us authority to operate,” Melancon said.
The final budget will come before commission this summer, according to Melancon.
“Our departments are amazing at squeezing out every dime,” Melancon said during her presentation.
During her presentation, Melancon pointed out:
• Department directors’ knowledge and use of the Munis software continues to increase.
• The requested budgets were reviewed by administration and finance with any necessary adjustments made to utilities, and fuels.
• With a few exceptions, capital outlay requests in the preliminary budget are covered by decreases in expenditures in the same department.
• Management has chosen to take a conservative approach understanding that a potential recession in the next few years may occur and did not implement any increase in Gross Receipt Tax revenue.
• Property Tax has been calculated using 2023 final valuations and adding the 1 mil levy as approved by the Commission. There is a transfer for the 1 mil established from General Fund to Debt Service for City’s payment on the Ute Water Project.
• There are three new positions in the preliminary budget for the Administration department, Animal Shelter and Fire Department.
• Information Technology has been allocated funds to continue with Phase II of the door security replacement, computer replacement plan which will include laptops for Police units and additional security software.
