The Clovis Community College Board of Trustees will be accepting proposals again to complete the expansion of the Allied Health Services building.
In early April, trustees selected DAVTEK Corp. of Clovis as the contractor.
However, in a letter of protest from EPX Construction Partners, CCC found some “irregularities” in the bid submitted by DAVTEK.
“The primary area of concern with the DAVTEK proposal was subcontractor identification for some of the scopes of work,” Bob Dart, interim vice president of IT & Operations for CCC told the News. “DAVTEK did not receive, or did not seek, bids from subcontractors for those scopes of work and a general contractor is only permitted to do this if they are capable of performing that particular work themselves.”
As a result, regents on Wednesday decided to cancel the original request for proposal and seek new proposals.
Dart told regents that DAVTEK was aware of the letter of protest and said they were understanding on why they are now going through this process of a new RFP.
In the original RFP, Dart said CCC received proposals from five general contractors and it’s expected all will submit new proposals, including DAVTEK.
“With the exception of a couple of minor corrections to the RFP it will be materially similar to the original,” Dart said.
Trustee Carolyn Spence asked Dart if there would be a difference in evaluating the bids with the new RFP to avoid this happening again.
“We’ve learned a lot through this process,” Dart told her, and changes will be made in the process.
The cost for the expansion project is $4.2 million, and it is being funded through a gift from the Bonner Family Foundation, capital outlay and institutional reserves, according to Dart.
The decision to withdraw the award to DAVTEK and proceed with new proposals was made on a unanimous vote.
